Yes!....:-))
First glitch 2 weeks ago was caused by a total cut-off from our 
backbone, the one last week was caused by upgrading routers.

It should have been delayed only, but that also depends on how long 
your server tries to send out mail repeatedly, after initial failure.
And especially that router-upgrade (changing IP/router tables) might 
have confused some servers elsewhere, with backlogged outgoing mail.
I did receive lots of such backlogged mail once things were settled, 
so not all can be blamed on our server....even the list software seemed to 
work okay internally.

Most mailinglists have their outgoing feed classified as 'bulk'
mail, but even if it went out as 'priority', you still face the
delay/redundancy by people dowloading only once a day, and replying
one day later. Same with people replying before reading everything 
first....not easy to prevent....
