There was no contact information so I am responding to the list regarding this
request. Infrared _sometimes_ can detect underpaintings or "pentimenti" but it
all depends on the paint that was used as the top layer. For deeper "problems"
one can attempt to use X-ray.
This person can feel free to contact me and I will provide whatever
assistance I can. I have some information about just this type of application
conducted at the Prado Museum on some Velazquez paintings. I don't remember the
