Hello Chris,

as far as fixing is concerned, there are no major differences between
HIE and other BW stuff. In general there are two main reasons for the
use of distilled water: 
1.) avoiding chemical side-reactions and reducing the by-products, which
might stain the film, to a minimum 
2.) avoiding drying marks on the film.
The latter can also be achieved by using a film wiper. That's what I do,
and it works just fine: No stains, no scratches... 
The first problem (chemical reactions) is probably a matter of
experiment. Personally I always used tapwater to mix stop bath and fixer
(and, to be honest, D-76 too). Works just fine 8-). Of course I can't
guarantee that your tapwater is as photographer friendly as mine...
Maybe you should simply give it a try, IMO the risk of loosing image
quality is rather low.
