I had the problem, but when I maximized the browser window, the navigation
frame suddenly appeared. It seems that it was squeezed together so much
that it became invisible.
Your frame structure is rather complicated. Instead of four frames in three
framesets, you could probably do with three frames in two framesets. Most
importantly, only the height of the top frame and the width of the left
frame should be specified. Then there is no risk of having the left frame
pushed away by other frames.
