Hello
I've only shot one roll of HIE, so I don't have any advice on that.
With Konica I've used Rodinal 1:50, 5 min, and I'm quite happy with the results.
I've rated the film at 50 ASA and metered through the filter (Either an Olympus red R60, haven't got a clue as to what the Wratten 'equvivalent' is, or a Cokin red filter).
