 Hi all,
There is IMHO no need to add wetting agent to the developer. Just a big bang
on the table will do.  You can simulate this with ordinary water in an open
tank. You will than see, that a simple strong agitation is already enough to
send all bubbles to somewhere! The bang will complete this action. We should
not over-exegerate air bubbles!  Most white spots on HIE are caused by
production failures.
