xtol wrecked my HIE!

I tried xtol  1:1 for 8 .75 mins at 68 degrees, and the negatives were so 
thin I can barely see them...
I had just mixed the developer this morning...I think I did it correctly, 
750ml of water, then mixed in A package...then mixed in B package and brought
volume to 1 liter...
any ideas why this happened? thanks
