Hallo Paul,
I hear a lot of problems with XTOL, but I never encountered them myself.
There is nothing wrong with XTOL/HIE. I think most problems ara caused by
the IR light itself. There is not always enough IR light to give a properly
exposed IR negative. This is a very difficult problem. If in doubt, make at
least 4 exposures and overexpose 2 to 3 stops!  This problem arises  more
frequent when you use a strong IR filter like the #87 series. Also do not
dilute XTOL too much. See to it that you have at least 200 cc of stock- XTOL
(and 200 cc of water if you dilute 1+1) for one roll of 35 mm. Success and
keep trying. Also try MACO 820 film, an excellent IR film which impressed me
quite a lot! (I'm not a shareholder!).
