I did this sort of thing in earlier iterations of my Web site.  At the time I
didn't have access to such great tools as PhotoShop, so I took a much
lower-tech approach.

This sort of thing can be done in Microsoft Paint.  After completing things in
one color, copy the image to another location.  Use the Fill tool to make
things another color.  Then copy the original and position it over the changed
version, offsetting it slightly.

That's it.
