In response to Daniel Flather's query, a very equivacable, 
"depends."  Recently I literality inherited some photo materials 
including paper which dated from the the 50's and 60's.  The Agfa 
paper from about 1965 was totally dead.  However, the Kodak 
paper from 1957 was very much alive.  The contrast was low so I 
added about 2oz of a 2% solution of Benzotriazole (squired from 
Photographer's Formulary) and it worked just fine.  This stuff had 
not been frozen and had sat in numerous dark rooms.
