E-Groups has all of this.  YOU DO NOT HAVE TO GET YOUR MAIL OFF THE WEB.  THE 
NORMAL DEFAULT IS IT COMES JUST AS IT ALWAYS HAS.  But you do have the option 
not to get it as it flows in, and you have all the other options you list on 
your list of options.  It is very nice.  Check it out at -

As for the banner add.  I just had to go check to be sure there was one 
there.  It took a while but yes there is a little box with desecrate notices 
in it.  I have never really paid attention to it before.
