Are you speaking of color slide film? Overexposing and underdeveloping
increases the risk of both a color shift and crossover.

If you really have to use standard color slide film, flashing is a far more
practical technique. It usually involves photographing a grey card around
four stops underexposed, then double exposing the dupe image right over the
grey card one. The small amount of light from the gray card image boosts
your lows and reduces contrast. The bad news is that you loose your Dmax,and
standard films duplicate greens from the original poorly.

There's obviously a lot of room for experimentation here, and the above
guildlines should be taken with a grain of salt.
