Paul,
I have taken pictures with the Sputnik in question.  (In my case, it is
only obvious in the pictures, on ground-glass it's OK).  Under the right
circumstances (stopped down (F-16), diffuse light), the pictures are fine.
I have found that with stereo cameras there is a
compensating effect.   The combined images are better than either of the
originals.  Plus, the flare can make for a "soft-focus" image.
This said, I have since acquired another Sputnik.  The optics on this one
seem to be clearer.

Did you shoot with that camera?  How were the results?
Based on what I saw on the ground glass, I assumed it
would be a waste of time and money to even put a test
roll through the camera.
