Steve,

Could it be that you are seeing noise, not grain? Noise in the scan could be
caused
by the electronic circuits in your scanner, including the sensor, pre-amp,
sample&hold,
and A to D converter. Noise would look very much like grain. One way to test is

to re-scan the same image and compare a very small section of both scans.
Another way is to scan a film with known very fine grain (e.g. Kodak Ektar Gold
25).

It is also possible that you are seeing noise/grain in the illumination system,
such as
a grainy diffuser. Try scanning nothing, and shift the intensity to mid-gray.
