Charles is on target!
As with all software/hardware questions, work backwards
from
the final usage. This will determine the resolution of the
image, the bit depth (quality of tonal information if it is
scanned or taken as a digital image), overall size of the
image, and image compression.
To best help question of this nature, in the future it is
nice to have the final usage stated: e.g., 4x5" image on a
web page, 3x24" image on a web, 8x44" for Panasonic ink jet,
etc.
This will tell you a bit about how large the image will be
and therefore how much computer power you will need.
Software is dependent upon operating system so let folks
know if you are Windows95, 3.1, Mac 7, 8, etc.
The short answer to the original question is: The file
format will be determined by the software which is to be
used to scan, work on, and print the image.
