Noblex 135N

I just bought a Noblex 135N and was reading the instructions that say that the
slowest shutter speed is 1/60th of a second yet on the knob with the shutter
speeds it shows 1/30th of a second.  Is this a usable shutter speed or just a
setting that is unusable?  Anyone know?  Thanks,  Rodger
