I bet that somewhere in the Constitution of the Santa Barbara Parks Authority
(or whatever it is called) there is a specific mention about what is allowed
or not and that this charge will be found to be if not illegal,
unconstitutional.

I suspect that it is all free in Cuba, though perhaps not for US citizens?
Friends who have been there say that the Cubans are all very polite and
friendly even though things are tough there.
