Every browser will put a copy of the image in it's cache, and on the 
harddisk. It's the very nature of how they function....never wondered 
how those images previously viewed pop back up on the screen when you 
return to that link later on? All cached on your disk. 
And private use is allowed, just as you can copy a patented technical 
design for private use. You just can't sell it, nor show it to the 
public.
You can build/copy a Mercedes from scratch, you just can't drive 
around with a star on it.... 

And I agree with Bob, make my day and use one of my images for 
commercial use, or in a newspaper or magazine.
I have heard stories about photographers making a living on this kind 
of image-rights *only*.
It takes only one big commercial abuse (regardless of who is
responsible, they just mustn't be poor....;-)), and you might be
typing from the Bahama's in the future (no smart remarks from those
listmembers already on the Bahama's....;-))).
