Ron....had some success with my Cirkut camera.
 
rebushed the gear train (I'm a machinist), cleaned the gears again and also trued up the govenor rubbing face......found it wasn't perfectly flat and on slow speeds you could hear it surging as it ran over the low spot. Did all these things in stages and you could see the banding disappearing on the negs at each stage.
 
Also found it helps to run the mechanism before I take a shot......my lastest (today) negs are perfectly smooth across the mid tones......MAN AM I HAPPY!!!
 
It was interesting working on a machine as old as this (about 80yrs), obviously hand made, journal sizes had as much as .001" variation and oversized as well........but I guess still good enough to do the job.
