the tripod head name is wimberley gimballed head.
It is ver pricey because it is designed to hold heavy telephoto lens. But
with the pictures you should have no problems constructing your own smaller
version for digital camera.
  Other wise get a L adaptor for binocular   it is available in any place
that sell binocular or telescope.    You attach the bottom of the L to the
tripof and attach your digital camera on the top of the L .
