  It can get very complicated, and very serious.  Fines and penalties heavy
duty....you would probably get off easier if you just held up a gas station.
  If you have any intention of utilizing any photos for profit, and those
photos come from public land, (state, federal)  you must have permit(s) if
you ever intend on selling the photos in this country.   Knowing who to
contact is the most difficult part.  The best source of information is
Outdoor Photographer magazine. They are extremely well versed in this.
  Contact them at 12121, Suite 1220,  Wilshire Blvd. Los Angeles, CA
90025-1175  (310) 820-1500.  They published a big article on this a couple of
years back.  Maybe they have a master list of who to contact where.   Any
non-profit use, no problem.  Just make sure you are not on Indian land...
that's a whole new ball game.  And especially taking photos of local
residents on Indian land;  Step 1: pay ;  Step 2:  try to get photo release
signature if you can (pay more);  Step 3:  snap photo..... 
 1 photo.....  If you want more, pay more.  (Price varies, practice
negotiation skills, you can be up against some experts).
