I don't know stereo card specifications but you're right when you say:

The maximum allowable on-film deviation also scales.  If the focal length
of the card viewer's lenses is 150 or 175 mm, then the maximum allowable on-
film deviation will be 150/30 or 175/30 mm but you can get away with slightly
more.
