APS Bushwah From Peterson's

Peterson's Photographic, May 1996, has an article on page 42:

               _35mm vs. APS_
_Which system is right for you?_

The editors state several "significant ramifications" for the APS, Advanced
Photo System, one of which is, and I incredulously quote:

"Third, because the light transmitted by the lens doesn't have to spread
over as large an area to cover the smaller APS format, the APS image is about
one stop brighter. Thus, in a given light level, ISO 200 APS film will let
you shoot at the same shutter speed and f-stop that would require ISO 400
film in a 35mm camera."
They repeat this again later in the article.

Am I missing something? Do these folk fundamentally misunderstand what
an f-stop is? Is *Sunny 16* just a myth? Shall I trade my flash in for a
penlight when using my V-M cameras?!!

     Sheesh, I'm speechless...
