Identifying towns/cities depicted in stereoviews

Over the weekend I ended up picked up two stereo views that I'd like
to identify.  I was wonder whether anyone could share there secrets
on identifying town and cities from buildings depicted in a view.

The first view is a city overview showing a Livery Stable, a Meat
Market, a building that looks like a State Capital building, and
other misc buildings.  I believe I can identify this view by 
identifying the Capital building.

The other view I'm not sure how to determine it's location.  The
only clue I have is one of the building in the image says 
"Gem City Paper Mill" on the roof.

Both views have rivers visible in them.
