I think most animals (including humans) have a combination of "hardwired"
knowledge/abilities, ability to react immediately to stimuli not directly
covered in the programming, and ability to learn. It's amazing what insects
can do with so little - I seem to recall that bees have ~6-12 neurons (it 
was a specific number - I forgot what it was), yet their behavior is 
pretty complex.
