Based on a few of the comments on the site (below), I would guess taht
they decided it was good PR to take all the information in their
archives and put it out on the Web for people to research.
"In this section we will be working to give you historical information
on the railroad and its evolution.
To this end we have compiled a series of articles and photos."
"The Photo Gallery is a collection of images from Union Pacific
Railroad's archives. All the images are
available for purchase using the order form available from any page in
this section. All images are
grouped by subject."

Actually, it is my experience that many images back then DID have
similar problems. I am guessing that in these particular sets, there
are quite a few images that were not made for any other reason than to
document what was happening. They may even be one of a kind images.
That might explain some of the quality concerns as they may not have
been mass produced.
