VTCA - why it went down?

What is the status of VTCA?  Does it exist or is it gone for good?
I searched my basement (!) and found the following "ReView" issues:
- 1991: 1-6
- 1992: 1-4
- 1993: 1-3  (missing #4 I guess..)
- 1994: #4  (am I missing the 1-3 here?)

At the last issue I read the following: "As you may or may not have
heard, the staff of the VTCA will be taking a break for a period of
time.  All this really means is there won't be any new ReViews for
a while. [...] The main reason for the somewhat sporadic publication
of the ReView is: the VTCA staff totals one person.  Guess who?" (wild
guess: Scott Kemling?) [...] "I think the VTCA is not as developed
as I would have expected after four years... This is the result of two
main forces. The first force is lack of member participation [...] with
nearly 700 people in the database, only 2 percent of the members have
even submitted anything for publication.  The second is additional
outlets for this information. [...] There are at least two other
publications offering you information [in addition to Stereo World]..."

This is signed by Scott Kemling.  At the end we are asked to send a
SASE to be notified when ReView resumes publication.

I don't know Scott but I have a few words to tell him:  The editor of
a publication with 700 subscribers of such a nice and intense hobby
that cannot find articles, is in part to be blamed for this situation.
To get articles you need to bug people.  You need to contact people
beyond your close buddies.  You need to call them and talk to them
in person.  You need to bug them often to make them write the 
articles they promised on time.  We are all busy... A little pushing
here and there helps a lot.  EMAIL is the only way to stay in the
top of things.  I happen to know someone who does exactly this.  And
her publication is flurishing.  She is a real editor.  I wish her
good luck... Photo-3d is a great place to put the seeds of ideas but
a written publication with "formal" articles distributed via regular 
mail is a must!  I treasure my collection of "Stereoscopy" (from
first issue up to date) and wish I had all the volues of the
"Stereoscopic Society Journal". Finally, I understand that the
"3D-Magazin" is a good publication but only if you can read German. :(
