ANYBODY can enter! You don't have to be a member of PSA, or of anything
else!  The only time membership comes into the picture is when you have
accumulated enough acceptances (currently at least 18 with, I think, at
least 6 different titles) to apply for a star rating; then you must be a
PSA member at the time that you apply.  All acceptances that you
accumulated in international exhibitions run according to PSA rules,
will count, whether or not you were a member at the time you earned
them.

It's really a rather good set of rules. No wonder the star rating system
has endured so long!
