Foreign Folio Mailing (from David W. Kesner)

Can someone give me some advice on mailing postal folios to foreign
addresses? Do you make them pay something extra? What is the cost? Do
you insure? What is the transit time like? Do any of the SSA or PSA
circuits include overseas participants? What do they do?

Currently I would be interested specifically in France and Australia.
