Scan it with a 35mm scanner. If you use small circular targets, or
whatever, you can centroid them to mucho subpixel accuracy, but just
noting +/- a pixel is going to get you easily past 1% accuracy. For
that matter, I suspect carefull use of a micrometer will do fine.
