Repair of the VM shutter for the problem you described can be very
expensive.  In my case $151 worth.  I wasn't informed of the price for the
repair in advance (my mistake I guess).  Had the camera not been in mint
condition otherwise, I would have let the camera stay with the repairman.
The problem I had was identical to yours.  It was explained to me that the
camera needed to be disasembled to a large degree to replace the bad parts,
plus, continuing to use the camera in this condition deposited a lot of
brass filings in the gear mechanism that was time consuming to clean out.
If the camera is  in excellent cosmetic condition, consider getting a beat
up but functioning camera and swapping the  insides.
