Last year I tried to find out something about RS-170 for another person,
and found hardly anything - I agree that it's highly specialized. But
what I did find seemed to indicate that it's mainly for closed circuit /
surveillance applications. I didn't get the impression that it supports
color, but I'm not sure.

I don't think the Amiga RGB NTSC is called RS-170.
