I am an experienced nonprofit administrator, and having a permanent
chairman of any important committee is a problem.  If something happens
to that key person, nobody knows what to do.  And something always
happens.

The usual method is to have 3 people, a chair, vice-chair and a
secretary.  Each is elected for a three year rotating term.  Every
successive year, you elect a new vice-chair.  The old vice-chair becomes
the chairman and the old chairman replaces the old secretary who moves
out of office.  This way you always hold three years of experience in
the committee, and nobody gets burnt out.
