That's correct. (If you need to change the shutter speed after the shutter
has been cocked, then you must cover the lenses, fire the shutter and then
change the speed and arm it again).

Routine procedures are useful because the reduce the possibility of error.
But that's not the only stated reason. The argument for winding the camera
after each shot is to be ready for the next shot. Realist users who are
forced because of argument #2 to cock the shutter just before taking the
picture many times have missed it or have been faced with "frozen" smiles.
