I believe that Shab was *already* working within the rules of 
the group that he was participating in.

There were other participants in that group that wanted the rules changed
to something more restrictive.  Shab then bent over backwards to offer
a means to view his work in a holmes viewer -- in *addition* to his
work submitted in his (group "legal") original form.
