It's probably about a three-part problem:
(1) It won't be included in the early plans unless there's a visionary
      and creative person who happens to be interested in it.
(2) The visionary person has to do a good job of selling the idea, or
      the management/sponsors won't approve.
(3) The idea has to make good business sense at the time, or even if it's
      approved, the product won't succeed.

P3D can help at least with (1), by increasing the chance that the people
designing a new technology will have been exposed to 3D, enjoyed it, and
understand the basic principles.

The Web page (mentioned below) indicates a mechanical switching time of
~15-20us. Bear in mind that with pulse width modulation, there's a tradeoff
between the number of grayscales (colors) and the speed of switching.
