Puzzled by NSA letter

I just received a letter from the NSA to the effect although
I filled out the 1987-1998 membership directory questionnaire,
I hadn't paid my dues yet. On checking my checkbook register 
I found that indeed I had not paid my dues, so I'm grateful
for the reminder.

However, the form has two lines
   [] U.S. membership mailed bulk rate $26.00 before May 31 (Status 3)
   [] U.S. membership mailed first class ($38.00)           (Status 1)
which leave me puzzled.

The following thoughts came to mind:

1. No bulk rate after May 31, thus I have to take first
class whether I want it or not.

2. May 31 is when the dues are due, not when they are
paid, thus I can still send $26.00.

3. There is a higher rate that I should be paying, but I
have to guess at what it is.

Can anyone in the group help me?
