There are companies that sell very nice CD-ROM front-end software that acts
as the user interface for the CD-ROM, provides search functions, and so on.
I believe one common deal is that you send them umpteen thousand dollars,
and they send you the software plus an umlimited distribution license to
send it out on that particular CD-ROM. That sounds a little expensive for
this project. There might be some products or services advertised in
Imaging magazine.
I don't think the current web browsers do multilevel searches. That sounds
like the kind of thing "intelligent agents" do, but I don't know much about
them (pricing, availability, etc.).
I suspect that trying to come up with any search functions or other user
utilities that are not strictly off-the-shelf would be even more time consuming
than rearranging the directory structure of the images.
