Shadow 16 Rule?

Complicated isn't the word.  This rule doesn't work at all for me! 

No matter what lighting conditions, time of day or time of season, every
single time I lay down to check my shadow's height I find it's *exactly*
the same height as I am! I can never get my exposures right.

I figure this must be due to where I live, apparently some sort of cosmic
nodal point wherein the normal rules of shadow don't apply.  I think I'll
call the Planetarium.
