The rating list that's been around for maybe 15 years (or longer) is
continuously updated and has quite large numbers of "votes", and the
ratings are multi-level ("minor hassle" through "kiss of death").  One
person's personal grudge would make little difference except for those
stores with few votes, and those vote scores wouldn't be paid attention
to anyway.

"Scores" on that list also seem to match anecdotal stories that seem to
pop up from time to time (like the one just posted).
