If its still relevant (I tried to post this a couple of days ago but it was
rejected...):

You need a permit to use or carry a tripod on the Capitol grounds (available
from the Capitol Police) (yes, Congress has their own separate guard), and, of
course, most museums won't let you use a tripod inside.
This rule predates our current paranoia about rabid neo-middle eastern right
wing skinhead commie survivalists (did I skip any one?).
