P3D Help! - Illoca Stereo II

I have just bought one of these on Ebay (OK, I know, but I am a trusting
soul).  The owner has very kindly emailed me prior to sending me the camera
to say that the shutter will not release.  I noticed that in Werner Weisers'
book "Stereo Cameras since 1930" this camera has a special feature : "A
Delayed Action Shutter Release".  Does anyone know how it works as I am
wondering whether this is the 'problem'?
