One way to communicate effectively is to agree on the meanings of words.
In the case of compressed images, "lossy" has a specific meaning.

The original image could be the most ratty, crappy scan or a perfect
raytraced image.  It doesn't matter.  What matters is whether the
compression scheme tosses out certain data (lossy), or keeps everything
(lossless).  The quality of the scan has utterly nothing to do with it.
