No, it is a matter of design.  That's the only way to fit the prisms
there.  There are other designs that don't "open" in front.

Ron Fross (O-hi-O Stereo Photographic Society V. President and photo-3d
member) owns a pair of military binoculars with adjustable "stereo base".
That's really designed to increase depth perception of far away objects.
I think a similar instrument is pictured at McKay's book.
