Here's another "obvious" solution that may be new to some.

If you have bare reels that need envelopes, simply open a VM envelope
carefully so that all the flaps are exposed and the thing lies flat.
Use double sided tape to affix it to a piece of paper.  Then just have
it photocopied in B&W or color as many times as you need.  Cut out your
new envelopes, fold and glue like the original.
