Note that the groups brought as examples do not have monthly meetings.
It seems to me that regular & predetermined monthly meetings (like 
"second Mondays of the month") need some formal structure... like a
program created a head of time, people sharing jobs and in charge
of various activities, etc.  The consitution etc. do not add complexity
but, IMO, bring simplicity to the operation.  Yes, someone has to work
to clear things out at first (and there are many resources to help)
but once the foundations are set, things work like a clock.
