You can also ask, "why are regular lenses restricted in the close focusing,
when extending their travel will let them focus even closer, thus
making macro lenses obsolete?"  One answer to this might be that the
manufacturer does not want you to use the lens at that close range
but buy a macro lens instead which is optimized for close up work.

The Realist screw is needed to keep you within the marked focusing
distances.  I guess it could be possible to change gears and sqeeze
more focusing range within the one turn of the dial, but what would
be the purpose of that?  The camera is not designed for close focusing.
