Such an unqualified statement is almost guaranteed to be false under
some circumstance.  This is no exception. :-)

The above statement is only true if you are talking about using multiple
identical flashes in *automatic* mode at the same setting, in which case
all of them will quench their output to produce a constant exposure
(within their ability to do so, of course, which isn't infinite).

However, I assure you that if you use multiple flashes in *manual* mode,
where they always produce their maximum output, the number of flashes
will definitely affect the amount of light available at the subject.

That's for the trivial case of all flashes at the same flash-to-subject
distance.  With multiple flashes, even in automatic mode, spread around
a large space, one can light considerably larger areas with more
flashes.  The more flashes, the larger the area that can be lit.  The
use of auto mode simply assures that the nearest object to each flash
won't be grossly overexposed.
