I think your guess is as good (or better) as mine! That is a view
camera should be able to achieve this effect. Very interesting
topic indeed! Assuming it can be done by shifting the film/lens
plane, another option other than a view camera might be replacing
a standard 35mm camera lens with a perspective-correction lens.
This is described in one of the Time-Life Photography books. I've
never seen one of these lenses but I assume it's expensive. Anyone
know if this can be used? From the diagram it looks to be basically
a lens that can be offset from the film plane but with some
limitations since it doesn't have a bellows. Maybe John Bercovitz,
resident perspective expert over on T3D can shed some (3-D) light
on this subject!

I remember once seeing a drafting(?) book that used it.
The book was placed on a table. In this case it would be useful
because the person wouldn't have to stand over it but rather could
view it at an angle and see the correct perspective. The only
problem with this is that most of the images would have to
protrude the page and this would limit the kind of images that
could be used.

Another useful application would be anaglyph chess pieces!
Imagine chess pieces that would take up less space than a 
few postage stamps! Put on your anaglyph glasses and solid
3-D chess pieces would materialize!
