P3D Mat cutter for stereographs

Last July-August, someone posted a comment about a mat cutter that is superior 
to the Logan models in that it allowed "incremental stops" in measurement, 
allowing greater uniformity in the finished card stock.  I would be grateful if 
someone could repeat that information for me or, refer me to the appropriate
